Fair enough wrt him. Personally been hearing mourinho talk a lot about english football and the youth nowadays, say what you want about him, but at inter and porto he was rather good with the youth players or young talents. I feel that if he stays on the job for 4/5 years he'll get a youngster or two in, chalobah looking the most likely once we get rid of mikel and lamps retires.
Coming to think of it, the closest manager who's tried to use the youngsters would be AVB and di matteo, rafa did it with ake out of necessity I feel but even then it wasn't really getting anybody to break through. AVB did well with romeu and sturridge, romeu was inexpicably dropped for some reason while sturridge was beasting it till he got injured. But I wouldn't even call the players he started using as youth. They were rather established players at their clubs before getting into the chelsea side(romeu counts as a barca b regular) carlo ancelotti didn't even try with the youth during the two seasons here bar the odd appearance for josh mceachran, which made it even more stupid when sturridge was scoring goals for fun and we buy a £50m dud.
Oh and with the midfield situation, I'd rather us just put a youngster on the bench during an injury crisis so we use david luiz there, his performances in CB are so boom or bust and it's rather frustrating when he seems a greater option in CM when he's with lampard as he has way more creative freedom; plus in this case we have the mobility to cover when lamps goes forward due to luiz's physical attributes. Finally wrt mvg, I believe he'll get a run of games, but atm mourinho's trying to find the right mixture of experience and youth. There's no point putting in a youngster for the sake of it as it'll look good for the fans seeing a 20 year old breakthrough.
