'kunt' is appropriate in a formal question where you are adressing the second person with a 'u' instead of the informal 'je'

However, he has started French, he is not starting French everyday and this is why he has to use the past tense, because the difference is that in the about.com example this person still lives there. (try to remember this example and you will always remember it. You are not starting French all the time, you hence need a past tense)
