cambridge
ucl
warwick and/or durham/st andrews/bristol/nottingham/edinburgh/bath?
birmingham/bath
Cambridge, LSE, Oxford, Warwick, UCL, Nottingham, Bristol, Durham, Bath and Edinburgh would be the best for Economics. Some are debatable, such as Edinburgh, but famous economists such as Adam Smith have attended which really adds a sense of pride and justifies its place amongst the top 10.

wouldn't st andrews be better than nottingham for an undergrad degree in economics?

No, the economics department is stronger at Notts. The order I gave is more or less, give or take a couple of spots, the general consensus on econ departments in the UK.
