What agency should I apply through to study dentistry in Romania?

Yep because the tuition fees are not that expensive and there is no entrance exam

I would also add that the criteria here is quite tough, even those who try their hardest (and achieve everything) don't get in.

I agree with Tomas, I'm probably going to do the same.

The criteria is tough because the course is tough. Being a dentist requires more than a set of check box requirements which is why there are interviews and why not everyone gets in despite a never ending list of top grades. Choose wisely.
