For part (a), you know that 1\ell_1 and 2\ell_2 are tangent to the circle. You also know that they go through R(0,6)R(0,6)

Let's say that 1:y6=kx\ell_1: y-6=kx for some kRk \in \mathbb{R}


Now the question turns into "For what values of kk is the line 1\ell_1 tangent to the circle CC?"

Can you finish it off?
For part 1 you could also differentiate implicitly and go from there
