A bind-in card is one of those subscription cards found in magazines. In the case of the book you came across, it's either for a subscription for a Standard & Poors service (a credit rating agency) or perhaps a card that explains different ratings of debt

I'm thinking it's probably more the former

No probs. Go for the standard edition (unless you want/feel like you need the card)

There shouldn't be any other differences between the two and it might be cheaper, even.
