Proportionality, wednesbury unreasonableness

Hi there!

I am really confused about the proportionality test for administrative law!!!

I don't understand how it works and the for/against argument for it??
I think I understand the Wednesbury unreasonableness test better. But I also don't really understand the for/against argument for it.


Could someone enlighten me on it please?
