Hello. I have applied for Master of public health on 29th march. this morning i got confirmation for receipt of my application. but when i checked my submitted documents overview, i saw that my personal statement meets the needs for assessment. what does it exactly mean? good or bad news??

Massively depends on what uni. There are not going to be many people in your position to help compare. If you're concerned, email the uni.
