Micheal Gove is trying to get a better public image with all this new animal welfare stuff he is up to. This is a nation of animal lovers and the Tories have problems with this, eg fox hunting. Gove has leadership ambitions :beard:

With the OP he seemed to be complaining that not having a shock collar would result in a dog getting onto a road and run over. The OP makes it look like he wants to torture dogs for the fun of it and place a dead dog on his desk like some mafia threat as apposed to being annoyed his dog was an over.
