People will have transferred it depends on a lot of things and they take each one case by case. Unis tend to have a transfer policy, some unis dont accept transfers.

They look at your results GCSE and A level.
They look at your uni results. Better to have good ones.
Where you are transferring from. better if its a good one or the new uni isnt too far above.
Whether they have space.
Your reference.
Personal statement.
Extra currics.
Compatibility of your course with theirs, unless its entry into year 1.
