What does the arrows on a structure of aluminium chloride dimer represent?

Dative bonds (I think). It is a type of covalent bond where all of the shared electron within a bond comes from one atom. In this case, notice how in the lewis structure of this molecule, the two dots (electrons) are next to chlorine, and it is pointed to aluminum. That means chlorine forms a covalent bond with aluminum, where all of the shared electrons in that bond comes from the chlorine atom.

As mentioned, it represents a dative bond

More specifically, it represents the production of a Lewis adduct, between a Lewis acid (the aluminium) and a Lewis base (the chloride ligands)
