Maths question help

Can someone explain what the question is asking me to do?
It's a pretty clear description: what don't you understand.

I've never encountered such a problem before, is it asking me to calculate the functions which apply only to the constraint? So for n=2 there would only be 3 functions.

It's asking for (the number of) all functions that satisfy the constraint. So for n = 2 you know what g(1), g(2) and g(4) have to be, but there's a free choice g(k) when k isn't one of 1,2,4.
