But on just a like normal film they wouldn't because they're hidden under the covers, and all they have to do is move about on top of each other..

Well there are a few arty films (names elude me temporarily) which do contain "real" sex scenes. But the vast majority don't.

Whether they are actually having sex or not would not affect the classification of the movie. If you could see private parts, and the primary focus of the movie was on the sex, then yes, it would be porn.
