A level mock exams 2021

Hiya hoping someone can help
I am registered as a private candidate with a school to get a centre assessed grade however I am only being assessed based on 'internal mock exams' rather than additional assessments
I asked the school will it be based on past papers and they said they don't know they are waiting to see what resources AQA provide them.
Does this mean the exam boards could be giving schools new questions? Just seems a bit unfair to say exams are cancelled then give out new questions anyway...
