It's percentage change so you would do (final-initial)/initial x 100
In this case you would do ((22.788-4.680)/4.680) x 100 to give 386.9%

The question is effectively asking for the percentage increase.
% change = (change ÷ original) x 100
As it's asking for percentage increase, you would calculate the change by doing (the greater value = label value) – (the smaller value = experimental value)
And the "original" would be the smaller value = experimental value
