do thresholds go up or down when its a new paper?

I wrote 9609/32 yesterday and will be writing 9609/42 tomorrow, this is a completely new paper structure, with paper 4 being introduced for the first time ever this year, and we’re the first (or second as feb/march students have as well but no thresholds or past papers are published) batch to write these papers. Will the threshold go up or down based on the pattern of other subjects when a new paper structure is introduced? or will it stay the same as although its a new paper its an easier one?
