Yes, the time limit has passed. The Directive was to be implemented by 1st December 2019, and that date has now passed. As of today, 2023-06-07, the Directive has not yet been implemented by all EU Member States.
According to the European Parliament, "The European Commission has taken infringement proceedings against 13 Member States for failing to fully transpose the Directive into national law. The Commission has also issued reasoned opinions to 10 Member States for failing to fully transpose the Directive into national law."
