They are supposed to be higher than last year but lower than 2019, it depends on how hard the specific exams are though

It depends on the exam board (I'm WJEC), but within my school, there's been a "theory", even talked about by teachers, that they made the questions a lot easier this year to attempt to artificially increase grade boundaries to the same as pre-2019. Probably just a theory though.
