hello, I am thinking of remarking my English Lang paper, and I am 4 marks away from a 9. Should I do it? I know a grade 8 is really good, but I was just thinking of the possibility of having a 9.

Unis don’t differentiate between an 8 and a 9 if that helps your decision. The reason for this is that an 8 and a 9 are both equivalent to an A*. Wales still has the A* system so there is no way to differentiate.
