Because the question is asking specifically about the hydrogen bonds between water molecules and not other substances. Statements 2 and 3 talks about this: H2 bonds between molecules cause high latent heat of vaporization as well as provide a stable environment for aquatic species (strong H2 bonds = need a lot of energy to break = stable). For statement 1, dissolving is made possible due to the bond formed between the substance and a water molecule. The dissolving of materials = not caused by the bond between water molecules. I see that you have asked a lot of CIE paper 1 questions. Key is to pay attention to what the question is saying and underline any significant words. I got a perfect score for my paper 1 and during my exam, reread my paper 1 exam at least 20 times after completing it and changed my answers again and again.
