I think 2023 was participation crisis and judiciary so probs not that.
I agree that it could have something on elections seeing as this year is a big election year.
My teacher was also saying that they might choose to be evil and do EU for an essay as no one would expect it and its never been a proper essay question

neither were a 25 marker essay/extract in 2023, constitution was the extract in 2022 though

Maybe pressure groups since I don't think they have ever been on a 25 marker

I don't know if they would ask directly on it though. Maybe something to do with different forms of participation like a statement.

9 markers - pressure groups methods, how are rights protected, impact of elections on types of government formed
extract - role/influence select committees
essays - UK is experiencing a participation crisis, cabinet ministers are important as heads of department but whole cabinet no longer important for decision making

they deffo could - a 25 marker on whether they're good for democracy or not
