The answer is simple: the concentration of water, so the water uptake of plants. If the concentration gradient of transpiration is quite high, lot of water gets lost, so lots of water is absorbed by plant. If the concentration gradient is quite low, the lost of water is minor, so lesser water is absorbed by far.
