They can use the tax system to make membership tax free or deductible.
They can legislate to make it advantageous to be in one or for Unions to survive and have power.
They could also legislate for compulsory union recognition and participation, which gives more influence.

The opposite. You tend to find depending own whether Labour or Cons are in power then they encourage or limit trade unions.
