1. You can only apply once your 18 years old.
2. Most require a-levels as a requirement anyway.
3. That's an extra £9,250 where as college is free.

What universities allow that?

And what I mean by extra fee is that your paying an extra £9,250 for the foundation year on top of the 3/4 years of university you’ll do too. Is it really worth another £9k or just do a levels?
You realise you'll be covering exactly the same material in a typical foundation year as you would in A-levels (presuming you would take A-levels in Physics, Maths, and either Further Maths or Chemistry, usually)?

A foundation year isn't an extra year of engineering or anything. You will literally be covering the exact same material A-level students cover in those subjects, because that is the content you need to know to undertake that degree course, and aside from possibly a couple of "taster" lectures or sessions (which will be much the same as the content you would see on an open day) it's not going to be significantly different.

I don't really see there is any reason or benefit in taking a foundation year after GCSEs as such. I also highly doubt you would be able to apply for one anyway, with only GCSEs, at 16.
if you dont want to do a-levels then look at apprenticeships!

TSR is a UK web site so most of the advice you will receive will be from people who assume you are applying to a uk university. You would not be accepted into a UK university for a foundation year at age 16 and with only igcse qualifications. You should explain where you think might accept you for study if you want relevant advice.

Have you thought about higher apprenticeships or Degree Apprenticeships? Civil Engineering is one of those areas where this is the better way to go.
