What prompts people to be socially conservative?

Is it realistic to assume that everybody does, or will, act the same way, or think the same way? Also, even if we allow weird actions and beliefs, isn't weird subjective, and dependent on society for the most part?

It is weird in the UK for women generally to wear a burkha, but in middle Eastern countries it is the norm. When personal computers were released, people thought it was weird to use them, but now practically everybody has one, or uses one often.
