I have a question about the electronic and communication engineering course. First off how good is the course and is it possible to still be an electrical engineer with this degree

"Electrical Engineer" is quite a broad term; but, honestly, if you're wanting to get a foothold into energy/power engineering you'd probably be better off doing Electrical Eng. Electronic and Comm. focuses on the smaller stuff and you'll have to specialise in some form of Communications during your last year; as that's the only option offered by Kent.
Sorry if that wasn't too helpful; I'm currently doing my first year at Kent, so my response probably won't be too useful!
