Next time it scratches you, wallop it (not hard, just hard enough so that it knows you're the boss). It's standard animal behaviour, fighting and suchlike, to establish who is boss cat.

In our house, the cat thinks he's boss cat, even though I'm trying to inform him that he's not by shoving him off the dining tables and suchlike. (I don't care about the chair argument, because the chair the cat likes isn't one I sit in!)
