Internstion A Level business syllables

I am retaking one of my exams for business unit one... but because of the new syllables it doesnt match the order in my business textbook.... for example, for the previous syllabus budgeting was part of unit one but in the new syllabus it is not.... and i dont have much time to study it... should i follow according to the syllables? Do exam questions always derive from the syllabus?
