Charitable Purpose Trusts

Hi i am dong a problem question and was wondering is someone could point me out int eh right fiction regarding the following clauses.

Would i be correct in assuming i could say that they both come within the charitable purpose of 'prevention/relief of poverty'?

Then following this what would be the best approach?

1) £50 million for the subsidising of the employment of those members of the British armed forces crippled or blinded in the course of their duty.

2) £45 million for the provision of housing and maintenance for political refugees from regions in conflict.
