Should I add a clearing choice without a formal offer?

Since I made my UCAS account after June 30th, I'm automatically entered into clearing.

Since this is the case, I have to call unis to get verbal offers. There's only one university I plan to attend to, and everytime i've contacted the departments of the subjects, they give me an email to write to and provide my information. I've gotten responses like "someone will be in touch shortly"

But, weeks have gone by and nobody has been in touch. I called back and the person on the phone said they have no collection of my application, and to again, SEND AN EMAIL. so I did the same thing and called back about 5 days later and still are saying they have no collection of my application.

It's getting frustrating.

Should I just put down the clearing choice I have on track?
Will that give them something to work with?
I'm so sick of this awkward back and forth they're putting me through.
