Yes. Do it asap. If you don't apply but then take up the offer in the summer, you won't have anywhere to live!

If you are a first yr student and don't live in Edinburgh you will still get a place.
I applied about a week before univ started and got into residence. If you want your first choice better to get it in early, but as it doesn't cost you anything you might as well put in your application for housing.
