Barrier island vs Offshore bar

Whats the difference between a barrier island and an offshore bar?

Offshore Bar - a ridge of beach material that remains semi-submerged accumulates seaward of the breaker zone

Barrier Island - Elongated bank of deposited sand or shingle lying parallel to the coastline and not submerged by incoming tides. The bank of the beach is high enough to allow sand dunes to form.

Essentially one is semi-submerged and the other isn't
As in submerged in water...
The tides don't go over a barrier island, but they do on an offshore bar
