There is no "perfect Country". You cannot make decisions with that viewpoint. Instead you need to look at the pros and cons of studying in each country. Compared to the UK, the US and Canada have protected engineering titles by law and from my understanding (which admittedly is quite limited), they also have better pay. However in the UK, some courses generally tend to be shorter.
Asking "what are all the good universities" is similarly vague and not particularly helpful. You can try to use university ranking tables based on student satisfaction surveys or do a bit of web searching to see which departments from the universities have better research outputs. Both of these metrics have their own set of issues.
