How do you get a custom profile picture?
I suspect you actually mean what TSR calls an avatar (which is displayed on every post you make), in which case you select Change my avatar under My TSR > Customise My TSR, then either specify the URL where you avatar is location or upload one.
I you really mean profile picture (which is only displayed in your user profile), then you select Change my profile picture from the same menu and again, either specify a URL or upload an image.
