MSc Forensic Psychology Manchester

Recently I had applied to do the MSc program at Manchester for forensic psychology with mental health, my current predicted grade is a high 2:1. They told me they wouldn't accept me as I had 2 out of 5 of my first and second year modules in research skills at grades 55 and 59.
Does this seem unreasonable to anyone else?
I have work experience in a forensic setting and a level 2 counselling diploma yet they wont even consider me because of a total 6% difference in 2 modules.
