yes but depends why and depends on what other stuff you've done - you would probably need a high SAT as well

Really unlikely. Top level grades throughout high school (i.e. GCSE and A-level) are a given - because even that alone isn't sufficient. They also expect to see you have engaged in a range of extracurricular activities at a high level (i.e. having leadership positions making regional if not national level contributions to the activity, competing on regional if not national/international level, etc).

Or for your parent(s) to have gone to Harvard.

If you can afford the application then you have nothing to lose by firing one off but do not expect much to come of it.
