Hi I was wondering if I can open an Santander account even when I am in college to get the rail card to help with my travel

I believe Santander offers railcards to student accounts, which you must be 18+ to apply for.

If you're under 18, then the 16-17 Railcard is a better deal than the 16-25 railcard. The cost is the same (£30) but it gives a 50% discount on fares (as opposed to 33%) and some of the limitations of the 16-25 railcard don't apply to the 16-17 railcard (for example, there's no £12 minimum fare in the morning peak).

To be eligible for the Santander student account, one of the conditions is that "You’re studying or are about to begin an undergraduate course that is at least 2 years in length, or level 4 to 7 apprenticeship." -- so being in college isn't enough.
