Functional skills English & Maths

Hi everyone general question here, I previously completed a level 2 NVQ apprenticeship a few years ago, and I'm currently doing a level 3 NVQ apprenticeship however they've said I need to do maths and English which makes no sense to me as I completed a level 2 can anyone enlighten me as I think they've got this wrong.

Did you do gcse english and maths, did you pass them, getting 4 or above (D or above in old grading system)
