Are you talking about the personal statement which you provide to UCAS, which they then forward to all five of your choices? If so, then yes it's 4,000 characters.
However, if you're talking about the optional additional personal statement which forms part of the Cambridge-specific My Cambridge Application (formerly SAQ) form, then that's 1,200 characters.
