Does anyone know if a level art teaches art skills from the beginning

I'd like to go back and get some painting skills and the only ideal way would be through going back to college and doing a level art however it's not clear if it teaches how to paint or if you're just already expected to know how to paint.
For A-Level Art, it's likely that GCSE Art would be a prerequisite, but this does depend on the college. Usually they'll have the prerequisite grades listed under the course description.

However, if you're just looking to improve your painting skills, maybe consider a regular art class?

A painting specific course or workshop would be a better route to build up your painting skills.
A level art would be better if you need structure, prompts and briefs to challenge you and help you move outside your comfort zone but it’s not designed to teach specific skills - more give you the structure and challenge to practice those skills yourself (and with help from teachers if you have teachers who are able to coach you in those skills).
