I'm new to cycling on the road, and a friend suggested cycling to a park which may get muddy if it rains on the day, so I'm wondering if it's a sensible idea to cycle while wearing wellies. That's all

Nope never have done, never considered it. I doubt that it would be comfortable or practical to be honest. Nothing wrong with trying it if you really want to, maybe take some other shoes with you when you do if it gets uncomfortable
