Does "university" need a capital U in personal statements when talking about it generally?

No, I don’t think so. It would if you were saying like name of the university, but just generally ‘I would like to go to university and study’ etc wouldn’t need a capital

University isn’t a proper noun and shouldn’t be capitalised.
A specific university (eg Oxford University) is a proper noun and should be capitalised. It’s worth checking on a university website if you plan to do this - the official name of the university might not be the same as you use informally.
