I'm biased as I did my undergraduate (and now my PhD) at Southampton, but Southampton has an excellent reputation for engineering generally.
Being perfectly honest however, I'd base your decision on where you can imagine living and the opportunities the degree may give you (are there specific modules you want to take, do the courses offer help getting placements).
