A level stuarts factor question

I've found a past paper for History A OCR which is concerned with James and foreign policy- if I was going to answer a question on how successful foreign policy is, what would three good factors be? I know finance and the satisfaction of Parliament are two potentially good factors, but I can't really think of a third, unless it would be more appropriate to split the factors into "spain, france, Ireland/Scotland" etc.
