Ever heard of East Glasgow, South London, Nottingham?

Because Manchester is about 1000% safer than these places.

It's drier than any number of cities around the world in tropical regions, and as far as recentish tables, the 9th wettest city in the UK. So, no, it isn't.

As for dull, someone needs a better social life.



[Edit: however, it being slightly more damp than other places is the reason it exists in the first place, so either accept that, buy an umbrella and get on with your life, or get off the computer and do something about moving away]

ALways seems much darker than Liverpool which is virtually at the same lattitude...

However OP has clearly not visited many british cities.
