Public law question help needed!!

This question refers to the legal requirements of an Act of Parliament. How would one approach these types of questions? Please help

1. Extraordinary weather conditions have swept England. For six weeks it has rained continuously and the country has ground to a halt. The Prime Minister decides that it is time to get the country back to work. The Prime Minister proposes a Bill to parliament called the “Flood Management Bill”. The MPs receive no advance notice of the Bill, only 20 minutes of parliamentary time is allowed to discuss it and the Bill is passed through the Commons by a majority of one. The Lords also pass it with by a majority of one. The monarch gives the Royal Assent to the Bill only because the Prime Minister is threatening to drop her pet dog out of a third floor window if she does not sign it. The Bill is then published as The Flood Management Act 2012.
The Flood Management Act 2012 requires every adult to attend flood management activities every morning. The work involves moving sandbags around and cleaning up where flood waters have receded. British adults will be transported to the place where they are to engage in flood management activities by Special Operations. Non-British adults are required to make their own way to the volunteer centre.
a. Advise Ruth who wishes to contest The Flood Management Act 2012 on the grounds that it was improperly passed.
b. Advise Emil, a citizen of Germany working in the UK, who wishes to contest The Flood Management Act 2012 on the grounds that it interferes with his EU treaty right to work in the UK on the same basis as a British citizen.
c. Advise Stuart, who has a heart condition, and wishes to contest The Flood Management Act 2012 on the grounds that moving sandbags around for hours every morning will interfere with his right to life as guaranteed by Article 2 of the ECHR
