Is this a metaphor?

This is from Jekyll and Hyde I’m doing GCSE English. The quote is ‘that stirred in my soul that tempest of impatience with which I listened to the civilities of my unhappy victim’. Is ‘that tempest of impatience’ a metaphor. Thanks

Yes because you can't get a storm of impatience.
