What would the technique for this quote be “ In my eye, she is the sweetest lady that I ever looked on”.

Its not realy that distinct a technique, it could just be straight hyperbole, or if its done with an overarching theme of sweetness or related subjects then it could be a continued metaphor, but we would need more context for that
