I don't think a political leader is 'in charge' of their supporters and his actions, although not a few of his supporters, are consistent with debate not violence. It would also seem you are coming from a slightly biased point of view.

His supporters are violent
He's spent his adult life working for enemy propaganda (Press TV) and encouraging violence against the West (including against British troops, or against Israel).
