What do you do about an insurance when your firm is your lowest offer?

The Uni I was planning to use as my insurance gave me a higher offer than I expected.

But now they're asking for the same grades as my firm.

And none of my other Unis will offer lower grades than that.

Always put as your firm the university you really want to go to, regardless. For your insurance, put somewhere you also want to go to, but if you have the choice, put one which has more flexibility in its offer, such as an offer of ABB where it's not specified which subject the A has to be in. You never know quite how things will pan out, so be sure you want to go there.
